Compare the jurisdiction and the type of benefit
A City of Miami permit program does not apply automatically in Miami Beach or elsewhere in Miami-Dade County. The summary below is not an eligibility decision. Read the jurisdiction details and official sources before budgeting any savings; remaining funding and project-specific approval are not assured.

Fort Lauderdale: City base permit fee assistance, with a 51% rule
The adopted May 5, 2026 program provides assistance for 100% of City BASE seawall building permit fees, up to $3,500 for residential property or $7,000 for commercial property. Fees charged by outside agencies remain payable. The initial allocation was $50,000, distributed in application order; the balance remaining on November 2, 2026 was not verified.
- At least 51% of the linear length of the seawall must qualify as living, not 50%.
- Qualifying permanent habitat features are on the waterward side, such as textured elements or retrofit panels intended to support marine attachment.
- The entire wall must meet the current NAVD elevation required by Fort Lauderdale’s code. Ask the City how it will review the design, measure qualifying length and reserve any available assistance.

Coral Gables: a 20% City permit fee incentive
Resolution 2025-342, adopted September 10, 2025, establishes a 20% City permit fee incentive for qualifying living seawalls. The adopted record and cover memo support the incentive. This review did not verify a minimum living proportion, a monetary cap or a sunset date; do not import Fort Lauderdale’s criteria. Separately, Resolution 2026-235, adopted August 25, 2026, directs expedited living-seawall permitting. Expediting is not automatic approval. Confirm the qualifying design, fee base and current process with Coral Gables before relying on the reduction.

City of Miami: SAVE is a qualified residential pilot
Miami’s SAVE pilot lists living seawalls among qualifying improvements and provides a 50% reduction in City building permit fees for eligible work. The current program is limited to qualifying residential remodeling or stand-alone work through Easy Permit or Homeowner Express; it excludes new construction. A listing of living seawalls does not establish that every full replacement qualifies. The fee schedule states a February 12, 2027 sunset, with a possible one-year extension; an extension should not be assumed. Have the City confirm the permit route, eligible work and applicable fees for your project.

Miami Beach: separate the seawall grant from a permit rebate
As of this source review, we have not verified an adopted Miami Beach incentive dedicated to living-seawall permit fees. That is a limit of this review, not a claim that no financial assistance exists. The City’s October 6, 2026 announcement describes Private Property Adaptation seawall grants up to $20,000 for eligible residential and commercial properties, reimbursed after completion. Qualifying low-to-moderate income applicants need no match. Funding is limited and the announcement describes acceptance until capacity; confirm current availability and application requirements with the City.
- The announcement excludes docks, decking, dock foundation piles, pile wraps and unrelated work.
- Do not assume habitat additions qualify for reimbursement or that a grant approval also approves the design or permits. Confirm eligible scope and any approval-before-work requirements separately.

Key documents for Miami Beach’s current seawall application
The current Seawall Expedite Application requires a property elevation certificate, proof of active flood insurance and proof of property ownership. A general survey is not a substitute for the elevation certificate. Expired policies and homeowners insurance without flood coverage do not satisfy the insurance requirement. These are key documents, not an exhaustive eligibility checklist; review the portal for identity and any additional ownership or income documentation.

Miami-Dade: habitat design flexibility, not a fee rebate
Ordinance 25-73, adopted July 1, 2025, creates conditional design and permitting pathways. A proposed substitute for riprap must provide habitat, absorb wave energy and reduce turbidity, with surface rugosity across 100% of the submerged surface below mean high water and at least a 2:1 surface-area-to-linear-foot ratio. Riprap required by the County’s Comprehensive Development Master Plan or state or federal requirements remains required. There is no blanket exemption.
- A separate administrative-authorization pathway covers qualifying non-load-bearing habitat tiles on an existing wall; departmental review, application information and an administrative review fee still apply.
- Have the responsible agencies and qualified project professionals confirm whether the design and permit pathway apply. Do not treat living seawalls, living shorelines and habitat tiles as interchangeable permit categories.

North Bay Village: the specific seawall discount claim is unverified
The official Resilient NBV announcement offers a 50% discount on select home-improvement permits, with examples including impact windows and doors, solar panels and generators. It does not establish living-seawall eligibility. The current fee schedule could not be retrieved during this review, and neither a living-seawall discount nor a December 31, 2026 sunset was verified. Ask the Village for the current written schedule and a project-specific eligibility confirmation; do not budget a seawall discount from the general announcement alone.

Is Miami Beach’s $20,000 seawall grant a permit rebate?
No. The October 2026 PPA seawall announcement describes reimbursement assistance for qualifying work after completion, not a dedicated living-seawall permit-fee rebate. The City decides eligibility, approved scope and funding. Check the grant guide and City requirements before committing money.

What is Fort Lauderdale’s 51% living-seawall rule?
At least 51% of the wall’s linear length must meet the program’s living-seawall definition, including permanent habitat features on the waterward side. The entire wall must also satisfy the City’s current required NAVD elevation. Assistance remains subject to its fee caps and available funding.

Does Miami’s SAVE discount apply to every seawall replacement?
No automatic eligibility follows from living seawalls appearing on the project list. The current pilot uses specified residential remodeling or stand-alone permit pathways and excludes new construction. Confirm your particular replacement scope with the City of Miami.

Does Miami-Dade’s habitat ordinance eliminate riprap?
No blanket exemption applies. Alternative designs must meet the ordinance’s conditions, and applicable County-plan, state and federal riprap requirements remain. A habitat tile retrofit also needs review and an administrative review fee where that authorization pathway applies.

Can living-seawall incentives and grants be combined?
We have not verified that these programs can be combined for a particular project. They apply in different jurisdictions and to different costs. Ask each administering agency for written confirmation of eligibility, eligible expenses, prior approvals and any restriction on combining benefits. Keep your budget independent of unconfirmed savings.
Confirm the design and the savings separately
- Identify the property's municipality, proposed scope and responsible permitting agencies.
- Get written confirmation of the applicable program, eligible fees or costs, available funding and any required preapproval.
- Compare the complete project cost before subtracting any confirmed benefit; retain exclusions and outside-agency fees.
- Have qualified professionals assess engineering, code and permit requirements. Incentive eligibility does not establish compliance, safety, lifespan or approval.
Planning information only, not an inspection, engineering or legal advice, compliance determination, or quote. Confirm project requirements with the City and qualified professionals.
